Context of the Job:

Under the limited direction of the Grants Manager, the Grants Analyst II manages an expanding portfolio of contracts, grants and multi-year, multi-institutional program projects within the College of Health Sciences (CHS), with direct oversight of all aspects of fiscal administration for all pre- and post-award activities for the faculty. A complex and rapidly changing teaching, research, and clinical environment that includes faculty and professionals, CHS has annual grant expenditures of approximately $22 million, a figure that is growing annually. The Grants Analyst II has the ability to work independently, effectively solve problems and make appropriate decisions under limited direction. Responsibilities include acting as a resource to the academic units and principal investigators in the College and serving as a liaison for all matters pertaining to contracts and grants. Requirements of the position include assuring accurate and timely grant submissions, verifying accuracy of budgets, ensuring compliance with UD policies and procedures, and facilitating timely closeouts to insure full revenue recognition. This office must effectively resolve a wide variety of intricate problems in the area of research administration, providing useful training and solutions to the user level when needed. The Grants Analyst II works closely with the Grants Manager in providing support for the development of strategic initiatives related to grants management of the College, including report generation using a variety of data sources and other resources. The Grants Analyst II also provides direct supervision of miscellaneous wage and student workers, as appropriate. The College’s mission integrates research, inter-professional education, and clinical services, working with a range of other institutions in creating new models for translational research and education. The College is also playing a leading role in reforming healthcare delivery in partnership with key partners in the Delaware Health Science Alliance, including Christiana Care Healthcare System, A.I. Dupont Nemours Hospital, and Thomas Jefferson University. Increasingly, the research activities of the College are cross-institutional, cross-disciplinary, translational projects that require sophisticated and often complex inter- institutional coordination. The Grants Analyst II interacts with faculty and administrators across multiple units within the university, as well as with representatives of government entities, industry sponsors and other academic institutions.

MAJOR RESPONSIBILITIES:

  • Responsible for managing the pre-award and post-award process which includes the planning and development of budgets for submission with grant packages to various federal agencies, private agencies, foundations and commercial contract proposals; providing instruction on protocol, regulations and guidelines pertinent to the agency or university; preparing timely proposal budgets for Principal Investigator Review.
  • Provide financial oversight for large program projects.
  • Provide assistance to the Grants Manager or College Business Officer on special projects or tasks; e.g. development of the annual and five-year budgeting and college strategic planning, F&A recovery review, account clean up, account inactivation, etc.
  • Revise and advise on approved budget changes to awarded grants/contracts.
  • Develop and oversee the maintenance of budget monitoring systems for sponsored project awards.
  • Review statements, analyze variances and take appropriate actions.
  • Develop complex financial reports for forecasting, trending and results analysis for CHS.
  • Provide on-going guidance, facilitation and expertise to faculty in their grant pursuit efforts by providing analysis of all grant and contract applications. This duty requires a comprehensive review of, corrections to, and/or enhancement of the grant/contract application with a focus on compliance with University and agency regulations.
  • Coordinate the transfer of incoming faculty member’s grants/contracts from previous universities.
  •  Provide monthly reports to principal investigators on financial status of their grants and contracts.
  • Oversee timely closeout of grants and contracts.
  • Provide review and approval of all budget appropriation documents.
  • Identify budget issues, provide alternative solutions, and resolve problems.
  • Communicate over-expenditure to faculty and administrative staff and resolves funding shortfalls.
  • Identify and implement new policies and procedures to improve CHS budget process.
  • Oversee grant submission and effort reporting.
  • Assists with training of new Grants Analyst I and Miscellaneous Wage employees.
  • Perform miscellaneous job-related duties as assigned.

Qualifications:

  • Bachelor's degree in Business Administration, Accounting, Finance or a related field with three years job-related experience, or equivalent combination of education and experience.
  • Skill in budget preparation and management of contracts and grants.
  • Ability to use advanced techniques in spreadsheet and database management (Excel/Access); financial management systems and relational databases; knowledge of People Soft Grants processing systems preferred.
  • Ability to write queries and generate reports using a variety of data sources.
  • Ability to analyze budgetary expenditures for compliance with approved policies and procedures.
  • Ability to work independently, strong organizational skills and attention to detail.
  • Ability to handle multiple tasks simultaneously.
  • Ability to interact well with people of all ages and diverse backgrounds.
  • Financial and budget planning experience.
  • Ability to interpret, adapt and apply guidelines and procedures.
  • Ability to gather and analyze statistical data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data being reported.
  • Ability to communicate effectively with a wide range of constituents on a variety of research management topics.
  • A high level of independent judgment.
  • Skills for quantifying and illustrating complex reports, comparisons, impacts, and/or projections.
  • Ability to provide a service-oriented approach to sponsored project management, strong management and leadership abilities.
