Context of the Job:

The Research Office manages all pre-award and post-award aspects of sponsored research, billing, and collections of sponsored awards, develops and maintains regulatory affairs programs in fiscal and research compliance subjects, oversees University-level research institutes, administers internally funded research programs, and facilitates interdisciplinary research. This includes over 1,600 proposals annually which result in awarding activities associated with over 700 grants and contracts, resulting in over $300 million in annual externally sponsored activities on approximately 2,600 plus projects with over 300 subawards to be managed.

Reporting to the Assistant Director, Contracts and Grants, the Subaward Specialist will conduct the administration of sponsored program subawards. The Subaward Specialist will primarily support The National Institute for Innovation in Manufacturing (NIIMBL), The Mid-Atlantic Regional Association Coastal Ocean Observing System (MARACOOS), a 501(c)3 regional association of universities, and other units as assigned by the supervisor.

Major Responsibilities:

· Ensure accurate Purchase Orders are issued by campus administrators to commit funds for the obligation made to the subrecipient (Partners). Collect partially executed agreements and approvals for regulated activities being conducted at the subrecipient institutions. Obtain UD final approval and signature on the agreements.

· Complete risk assessments for each subrecipient (Partner); consult with supervisor concerning measures to mitigate risk to UD. May draft terms and conditions for this purpose, subject to review and approval by supervisor and/or Associate Vice President for Research Administration.

· Determine applicable version of template agreements, making modifications as

needed to draft subaward agreements that flow-down appropriate terms and conditions from the prime award; obtain PI approval of and send out subaward agreements on behalf of the University to other entities collaborating with UD Principal Investigator on the conduct of sponsored programs. Negotiate the terms of subaward agreements with other parties.

· Complete data in databases and Research Office electronic systems to maintain UD’s subaward records.

· Communicate with subrecipients, campus administrators, the Procurement Office, and supervisor to obtain required information including revised invoices and missing documentation as needed; maintain clear records.

· Review and approve subaward invoices.

· Work with the subrecipients, campus administrators, Research Office Contract and Grant Analysts and Sponsored Research Accountants to resolve issues and obtain complete and accurate documentation from subrecipients to enable the close-out of the subawards.

· Responsible for complete and timely submission of the University’s subrecipient reporting in compliance with the Federal Funding Accountability and Transparency Act (FFATA) and the new SAM.gov reporting requirement.

· Assist in gathering subaward records required by auditors.

· Maintain current knowledge of and ability to apply federal regulations and policies pertaining to the conduct of subawards for sponsored programs.

· Advise campus administrators regarding application of Sponsor and University policies and processes pertaining to subawards.

· Assist Principal Investigator and staff with development of requests to sponsors for approvals and changes that occur during the award administration.

· Work with individual sponsors to ensure that requests meet compliance requirements.

· Facilitate and deliver instruction and training for University administrators, Principal Investigators, and staff on contract and grant administration regulations, policies, procedures, techniques, issues, and trends.

· Carry-out special assignments for Research Office administration as assigned.

· Perform other job-related duties.

 

Qualifications:

· Bachelor's degree and three years of related experience, or equivalent combination of education and experience. Higher education experience preferred.

· Ability to research problems and suggest solutions based on experience and policies and regulations involved.

· Ability to work in a team environment and ability to adapt to changing processes and requirements.

· Familiarity with policies and regulations related to sponsored programs administration including the Federal Uniform Guidance regulations; familiarity with the Federal Acquisition Regulations preferred.

· Ability to present training programs and effectively communicate processes involved in the topic.

· Experience with creating and managing subawards under federal, state and other sponsor funding programs Negotiation of agreement terms is preferred.

· Knowledge of UD, policies and procedures and financial and research administration systems is preferred.

· Effective oral and written communication skills.

· Database management skills.

· Certified Research Administrators credential preferred.
