Context of Job:
Under general supervision of the HR Operations Manager, the HR Data Specialist provides guidance to the University of Delawares Faculty and Staff, Human Resources Liaisons, managers, business officers and chairpersons. The HR Data Specialist provides guidance to ensure compliance with Federal, State, local laws as well as University policies and procedures. 
 
The HR Data Specialist provides guidance and compliance for four different collective bargaining agreements policies to prevent unfair labor practices and discrimination. The incumbent ensures timely and efficient auditing and approval of personnel transactions as well as troubleshooting issues highly sensitive in nature that involve an employees pay and benefits. The HR Data Specialist must develop and maintain strong professional relationships with all Human Resources groups, Human Resources Liaisons, managers, business officers, chairs, and the greater University community. A high level of independent judgment is required to resolve records systems problems, monitor data for system integrity, and the audit and approval of confidential and time sensitive data.
 
Major Responsibilities: 
  • Responsible for all aspects of HR data processing and management to include transactions related to general employee data changes, benefits, and compensation updates.
  • Advise department contacts on University policies and procedures and the four collective bargaining agreements to ensure compliance in the administration of pay policies, FMLA and other regulations.
  • Analyze, audit, and approve personnel transactions including performing complex mathematical computations.
  • Review transactions for compliance with university compensation guidelines and/or terms set forth in the four different collective bargaining agreements.
  • Analyze, audit, and approve supplemental payments for faculty, staff and students.
  • Collaborate with and provide training and technical support to department administrators on HR forms and applications (i.e., Grad Non-Contract Pay (GNCP) webforms, the Student Employment Mass Update (SEMU) system and the Employee Merit system).
  • Identify ways to enhance operational effectiveness. Investigate and resolve form and data errors. Analyze, audit, and approve Employee
  • Merit documents to ensure accuracy, compliance with policy and verify approval for transactions for Fiscal, Academic and AFSCME employees.
  • Review information such as special increases, promotions, and other negotiated rates to ensure salaries and pay are correct.
  • Safeguard confidentiality of personal and professional employee records.
  • Respond to inquiries in a professional and timely manner via the TeamDynamix ticketing system. Ensure proper recording and distribution of incidents in accordance with established policies and procedural guidelines.
  • Perform job-related duties as assigned.
 
Qualifications: 
  • Bachelors degree and two years experience, or equivalent combination of education and experience.
  • Knowledge and experience in personnel procedures.
  • Advanced analytical and critical thinking skills.
  • High level of independent judgment.
  • Ability to maintain absolute confidentiality with all personnel related information. Skill and ability to resolve complex administrative/procedural issues.
  • Ability to work independently and on a team.
  • Strong organizational and attention to detail skills.
  • Ability to handle multiple tasks simultaneously.
  • Ability to make independent decisions.
  • Ability to interpret, adapt and apply guidelines and procedures.
  • Ability to effectively communicate with a wide range of constituents on a variety of Employee relations topics.
  • PeopleSoft experience preferred.
  • Intermediate computing skills with ability to use advanced techniques in spreadsheet, database and/or presentation software.
  • Knowledge of federal, state, and local laws in the areas of Human Resources is desired.
