CONTEXT OF THE JOB:

Maintenance and Operations is responsible for the planning and execution of some minor projects termed Request for Service (RFS). This work is also referred to as small jobs or quick hits. Small jobs/Quick Hits are typically considered non-programmatic changes to the building or infrastructure. Under the limited direction of the Small Projects Shop Manager the Service Requests Manager interfaces with Planning & Projects Delivery (PPD) small projects managers and other PPD department entities to assure continuity between PPD small projects, the University community, outside contractors, and regulatory agencies. The Service Requests Manager coordinates the activities of outside contractors working at the University.

MAJOR RESPONSIBILITIES:

  • Coordinate small jobs from customer request and receipt, customer notification and facilitation, pre-design, design, estimation, bid (if necessary), installation and post installation phases to meet objectives of scope, schedule and cost.
  • Act as the single project liaison and University representative among both internal and external entities, such as the intended user, University departments, University administration, consultants, contractors, and regulatory agencies.
  • Supervise outside contractors, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Facilitation and coordination between other FREAS units where joint execution is required. During scope review, pre-design and design phases, prepares and updates the small jobs written scope and definition.
  • Determines utilities required and associated system capacities to support scope.
  • Coordinates same with specific shop manager to assure continuous and dependable knowledge transfer.
  • Oversee the activities of the small jobs including coordination with Planning & Scheduling in the utilization of a pooled resource of manpower across the M&O trades shops.
  • Manage the scope, schedule and cost factors, taking appropriate corrective action as necessary.
  • Secure all internal and external approvals. Submit for approval all contracts and/or purchase requisitions required to complete any preconstruction activities, such as survey, asbestos abatement and above/below grade investigation activities.
  • Updating the asset tracking data bases systems including Maximo and Audit-Mate If bids are required, analyze bids, make recommendations and award contracts. Issue contracts and/or purchase requisitions required to complete the work.
  • During the work execution phase, manage the project so that scope, schedule and cost are not compromised.
  • Inspect the work in-progress to assure compliance with contract documents and regulatory compliance.
  • Initiate progress and other meetings to facilitate timely completion.
  • Review and approve changes with customer. Manage or execute programs to move people, furniture, equipment, communication lines, and related items.
  • During the post work execution phase, manage the work closeout process. Supervise the completion of all punch list items quickly as required by the customer or FREAS.
  • Prepare responses and recommend solutions to any issues that arise during the work.
  • M&O Planning & Scheduling to turn over replaced or upgraded asset and any training requirement outcomes for FREAS personnel.
  • Prepare reports for administration and as required for analysis or feedback. Perform other job-related duties as assigned.

QUALIFICATIONS:

  • Bachelors degree and five years experience in small construction, small project management, field supervision contract management and small jobs estimating or an equivalent combination of education and experience. Supervisory/Managerial experience leading maintenance operations preferred.
  • Must be familiar with construction and contract documents, cost estimates, schedules, and building code interpretation.
  • Must have excellent negotiating skills in order to interact effectively with both University personnel and contractors.
  • Ability to work independently is required.
  • Must demonstrate a high degree of competence in verbal communication and integrating skills.
  • Must be able to solve problems and resolve conflicts with diverse groups under minimum supervision.
  • Must demonstrate the ability to handle multiple projects concurrently and exhibit strong organizational skills.
  • Working knowledge of Windows, Microsoft Project, Microsoft Office (Word and Excel), AutoCAD. Maximo (or CMMS) and Audit Mate (planning & scheduling) is preferred.
  • Experience with MEP centric projects is preferred.

Special requirement:

Must have valid drivers license and regular access to private, reliable means of transportation in order to maneuver throughout the Newark campus and other University locations when operationally necessary.
