Context of the Job:
The Mission of the Office of Economic Innovation and Partnerships (OEIP) is to (1) develop social and economic value from UD’s knowledge-based assets by advancing UD’s intellectual property, inventions and technologies from the laboratory to the market place through partnerships and collaborations, (2) promote innovation and entrepreneurship within and without the University community and (3) provide leadership in the creation and growth of small businesses in Delaware.

 

The Delaware Small Business Development Center (SBDC) is a unit of OEIP. Its mission is to strengthen Delaware’s economic base by providing quality management assistance, education programs and resources to Delaware’s business community. DSBDC has been granted federal funds to act as a national cybersecurity training and certification resource for SBA resource partners. It is critical to establish an integrated and collaborative model comprised of several organizations and providers to deliver targeted programs and services, including one-on-one advising, education, and training on a national level. These programs are monitored as separate funds and will require oversight of effort and performance metrics.

 

Under the limited direction of the SBDC Associate Director, the Manager is responsible to provide leadership and operational management to the SBDC in establishing a program to provide and facilitate cybersecurity assistance and technical training to resource partners and the greater community of small businesses.

 

Major Responsibilities:

  • Strengthen Delaware’s economic base by providing quality management assistance, education programs and resources to Delaware’s business community.
  • Establish and manage the goals, objectives and operating strategy of the cybersecurity program.
  • Contribute proactively to the development and growth of the SBDC brand.
  • Participate in outreach activities on behalf of the SBDC including meetings, presentations, interviews and assistance with press releases in order to develop and market the capabilities of the SBDC to the internal and external community.
  • Provide confidential counseling and technical assistance to small businesses and potential entrepreneurs.
  • Ensure timely submission of all case management data and outcomes necessary for required reporting to stakeholders, particularly success stories for publicity.
  • Develop and manage the master implementation plan/schedule for the Program’s education and advising services.
  • Identify and manage service providers to serve as subject-matter experts and provide training and/or 1:1 advising; facilitate scoping/contracting process.
  • Identify, develop and manage, new programs in digital/data technology to be offered to early stage, high potential companies as assistance for the businesses to scale e.g. eCommerce cybersecurity, artificial intelligence, management information systems, etc.  
  • Identify, recruit, interview and manage a network of subject matter experts to participate in specialized cybersafe business development.
  • In conjunction with the State and Associate State Directors, prepare funding proposals (as opportunities arise) and continuation proposals, as required.
  • Perform other job-related duties as assigned.


Qualifications:

  • Bachelor’s degree and five years of experience in cybersecurity program development or equivalent combination of education and experience. Master’s degree preferred.
  • Broad Information Technology knowledge including data management and digital marketing.
  • Knowledge and capability in Cyber Security, including familiarity with National Institute of Standards and Technology (NIST) Cyber Security Framework (CSF) guidelines, and experience in counseling in this space, preferably small businesses.
  • Excellent analytical, written and verbal communication skills.
  • Self-starter, with a great deal of resourcefulness.
  • Program planning and implementation skills, including developing and presenting educational programs and/or workshops, preparing reports, and organizing/prioritizing work assignments.
  • Ability to manage time effectively and to work independently or with others.
  • Ability to analyze and interpret policies, procedures and data to make independent decisions and judgments in keeping with the position level.
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures, and backgrounds.
