The University of Delaware Research Office processes over 1,800 proposals and expends over $245 Million in sponsored activities expenditures annually, including over $171 million in research. The academic research enterprise is integral to advancing the University of Delaware’s mission as articulated in the current strategic plan – University of Delaware Strategic Plan: A Living Document. The Associate Vice President for Research Development (AVPRD) has the responsibility for strategic proposal development, identifying and leveraging large center opportunities, fostering research collaborations with partners internal and external to the University and represents the Vice President for Research, Scholarship, and Innovation (and the University) in many related activities.

Under the limited direction of the Associate Vice President for Research Development, the Research Development Manager will support the AVPRD with proposal development and outreach initiatives. The Manager will track funding opportunities and internal seed grant programs and support UDRF Board and Research Deans Council activities.



  • Monitors and identifies relevant funding opportunities from federal, state, corporate and foundations aligned with University of Delaware strategic initiatives and research growth goals. Co-manages with the Libraries the license, use and dissemination of funding opportunity systems such as COS Pivot to UD researchers. Collaborates regularly with the University’s Corporate and Foundation Relations to conduct research and analysis of sponsor funding trends and recommends strategies for success. 
  • Represents the AVPRD as needed.
  • Supports the Limited Submission process for grants to federal/state agencies, foundations, and corporations, including managing complex and often multi-tiered review processes and systems such as Community Force.
  • Assists the AVPRD in managing internal seed grants such as UDRF/SI and GUR. Range of activities include but not limited to RFP development, communications, organizing complex and often multi-tiered proposal reviews, and appropriate faculty and external scientific committees to enable funding decisions. Implements awards in conjunction with relevant RO and college/departmental staff.  Provides administrative leadership throughout the entire life cycle of the awards.  
  • Assists AVPRD in organizing and managing the Research Dean’s Council agenda, meetings, and implementation directives.  Presents to the Research Dean’s Council as appropriate.
  • Assists AVPRD and VPRSI in organizing and managing UDRF board meetings, relevant agendas, and implementation directives.
  • Supports the AVPRD in the development of relationships among faculty to facilitate ongoing and future collaborations.
  • Works closely with the AVPRD to inform potential proposal development opportunities, including coordination with University internal and external faculty collaborators.
  • Creates workshops and other outreach activities to improve faculty grantsmanship.  Works with faculty planning committees and other campus units to accomplish goals and objectives of such workshops/academies.
  • Manages cadre of external grant writers and similar use of other external resources for proposal development. Acts as a conduit between faculty and external resources. Assists in managing resources, billing, feedback, etc.
  • Compiles related documents such as letters of support, and coordinates submission with college, institute and/or departmental personnel as needed for proposals.
  • Identifies required infrastructure within the University to assure successful submissions for major grant opportunities.
  • Serves on related committees and working groups to prepare the University for upcoming opportunities.
  • Supervises part-time miscellaneous wage and student Research Development staff.
  • Performs miscellaneous job-related duties as assigned.



  • Bachelor’s degree in a related business field with six years job-related experience, or equivalent combination of education and experience. Higher education experience preferred.
  • Working knowledge of OMB Circulars: A-21, A-110, A-133, 2 CFR 200, and other pertinent external regulations.
  • Knowledge of federal forms preferred.
  • Knowledge of grant funding policies and procedures and applicable local, state, federal and university regulations.
  • Advanced knowledge and understanding of effective grant funding processes, procedures, and techniques.
  • Effective supervisory, oral and written communications, interpersonal, negotiating, and organizational skills.
  • Knowledge of University financials system with experience in research administration is preferred. 
  • Working knowledge of personal computer (word processing, spreadsheet, database, and presentation software) and enterprise systems.
  • Understanding of generally accepted research administration policies and the University environment is preferred.
