CONTEXT OF THE JOB:
The Joseph R. Biden, Jr. School of Public Policy and Administration provides undergraduate and graduate education, research, and public service across the broad fields of public policy and administration, and contributes to a range of interdisciplinary areas at UD. Named in honor of the 46th President of the United States and UD alumnus Joe Biden, the Biden School supports a full body of faculty, staff, and students in research, student support services, and finance and administration. The Biden School also hosts six institutes and research centers, including the Biden Institute, Center for Applied Demography and Survey Research, Center for Community Research and Service, Center for Energy and Environmental Policy, Center for Historic Architecture and Design, and the Institute for Public Administration. Public Allies Delaware (PADE) is an AmeriCorps-funded project administratively placed within the Center for Community Research & Service (CCRS) in the Biden School of Public Policy & Administration. This highly collaborative team is physically located within the CCRS’ Wilmington Office in the Community Education Building in Wilmington, 1200 N. French Street.

The Public Allies Delaware program is a 10-month training and apprenticeship program for new nonprofit and government leaders.
MAJOR RESPONSIBILITIES:
Ally and Partnership Management:
- Manage and coach upwards of 22 Allies.
- Provide supportive and direct feedback to ensure leadership development and meet retention rates.
- Provide professional development for Allies through monthly individual and group coaching.
- Maintain federally compliant member files for respective Allies.
- Ensure Allies and community partners submit required paperwork and data in a timely manner.
- Review and approve all Ally paperwork, time-logs, Monthly Service reflections, etc. through online portal, within the deadlines set forth in the program requirements.
- Manage partnerships effectively. Establish clear placement impact goals, support partners in understanding overall program, facilitate check in meetings.
- Manage performance improvement planning, probationary contracts and termination as needed.
- Create and support innovations and partnerships that improve the quality, expand the impact of the program, engage new stakeholders, and help the local program become more sustainable.
Training and Learning:

- Create annual training plan and corresponding schedule for the program year, including all Public Allies national curriculum components.
- Create and assist in the development of lesson plans for sessions facilitated by staff.
- Conduct outreach to identify subject matter training experts to lead weekly workshops. Assist in their preparation as needed.
- Track in-kind training contributions to provide as match towards federal grant close-out.
- Manage details of year end Presentations of Learning days. This requires supporting Allies with the drafting of portfolio, preparation for their presentations, identifying panelists and securing day of logistics and materials.
- Act as training liaison to Public Allies National office team. Supporting with special projects, committees, evaluation and other national program efforts.
Outplacement/Pathways:

- Collaborate with the Senior Program Manager to execute the Pathways program which will include developing and maintaining relationships that result in career, education, service, and entrepreneurship opportunities for graduating Public Allies.
- Implement a multi-tiered system of supports designed in the pathways program to ensure that every Ally receives the support needed to pursue their goals following completion of the program.
- Assist in gathering Pathways data and creating an evaluation plan to assess and improve the quality of the pathways programming.
- Integrate pathways specific content into the Ally Training program.
- Perform other job-related duties as assigned.
QUALIFICATIONS:
- Bachelor's degree in education, social service, public administration or related field and four years of progressively responsible job-related experience, or equivalent combination of education and experience.
- Experience in building community partnerships; developing and managing relationships and collaborations.
- Effective interpersonal skills, written and verbal communication skills, and organizational skills.
- Solid understanding of adult education, experiential learning, with experience planning and facilitating workshops and training.
- Involvement in Delaware’s public service sector preferred.
- Familiarity with Salesforce preferred.
- Demonstrate a passion for leadership development, and social justice.
- Supervisory experience preferred.
