Context of the Job:

The University of Delaware’s College of Health Science runs three clinics that are open to the public on the STAR Campus. UD Health includes: a Nurse Managed Primary Care Center, Delaware Physical Therapy Clinic, and a Speech-Language-Hearing Clinic. These clinics are open to the public, and to employees and students of UD, and accepts most insurance plans. The clinics provide an educational opportunity for UD students training in our top rated programs in Physical Therapy, which is #1 in the country, and Speech Pathology, rated as #5 for its research studies. Our Primary Care Center is run by our Nurse Practitioners and is a training site for our well known and highly regarded nursing program. Patients coming to the clinics on the STAR campus also have the option of becoming involved in research studies. Our research labs are adjacent to the clinics in our Health Sciences complex and provide easy access for patients and participants.

The mix of clinical care, education, and research ensures that the care received in the UD Health Clinics is state of the art and cutting edge. In addition to the services already described, we also offer: nutritional counseling, fitness and health training, behavioral health, and health coaching. Under limited direction, the Chief Operating Officer (COO) will report to the Dean of the College of Health Sciences and oversee the operations aspects of the clinics, serve as a key business driver for the growth and success of the clinics, and provide oversight of operations including budgets, management, and compliance. The COO will serve as a member of the leadership team with a wide scope of responsibilities. The incumbent must have experience in healthcare provider operations and compliance management, leading a variety of processes with ability to work in an clinical, educational, research, and collaborative group setting.

 

Major Responsibilities

  • Manage the activities of all operational, business, billing and financial components to ensure the clinics meet individual and collective objectives. • Oversee and manage specific clinic-based compliance requirements, initiatives, projects and strategies to improve patient-centered care and satisfaction and to assure adherence to all University, state, federal, professional and other regulated compliance mandates and policies and procedures.
  • Shared over-site of the individual Clinic Directors and teams, whose primary reporting is to Department Chairs.
  • Ensure all internal policies and procedures are followed in accordance with regulatory compliance obligations.
  • Serve as a resource to the Dean of the College of Health Sciences by assisting in the management of the complex mutli-clinic, interdepartmental and interdisciplinary relationships to ensure collaboration and effective/efficient research, education and care operations within UD Health clinical services, and privacy and regulatory compliance.
  • Develop innovative strategies in the areas of service excellence, patient safety, clinical quality, and administrative efficiency while continuing to support our education and research missions.
  • In collaboration with Clinic Directors, clinic business personnel and the College Business Officer, forecast and prepare annual budget and periodic financial reports as requested and required.
  • Plan and implement oversight and monitoring functions across all clinics to safeguard the reputation of and clinical revenue earned by UD Health.
  • Identify opportunities for enhanced collaboration, efficiencies or entrepreneurial ventures between clinical units related to programming, operations, student practicums, communications, marketing and technology.
  • Oversee compliance administration and communications across various departments and related vendors including Human Resources, UD Health Clinical Services, private and government health insurance payers and government oversight agencies.
  • Oversee the design, development, implementation and evaluation of compliance and operational training programs for clinical staff and others as appropriate.
  • Oversee clinical compliance reports and records; oversee collection of statistical data for administrative and/or quality improvement purposes.
  • Develop and maintain collaborative relationships to advance the priorities of the UD Health Clinics, the College of Health Sciences, and the University.
  • Establish and maintain appropriate liaisons with other University departments, community, state and federal health agencies.
  • Direct the development and implementation of procedures to promote accurate and timely communication and information flow to internal and external stakeholders.
  • Participate in regular quality and process improvement meetings with the clinic teams, department chairs, faculty clinicians, and senior leadership.
  • Serve on departmental, university and state committees as required and assigned.
  • Perform special projects and miscellaneous job-related duties as assigned.

 

 Qualifications

  • Degree in Health Care Administration or Health Information Management or related field is required, terminal degree (MD, DO, PhD) strongly preferred. At least eight years experience in a clinical setting.
  • Familiarity with regulatory aspects of Medicare, Medicaid, OSHA, HIPAA, and other compliance-related activities.
  • Knowledge of national trends, issues and best practice compliance and operations standards in health-related programs and clinical services.
  • Must be a skilled operations manager in a highly complex environment.
  • Strong leadership, interpersonal, communications and critical thinking skills are essential.
  • Experience in facilitating various units’ staff to perform as a team in harmony with strategic goals of the organization and the team.
  • Ability to develop and implement short-and long-term strategic objectives; effectively manage resources; and cultivate strong collaborative relationships with multiple constituent groups.
  • Ability to perform duties in a manner that promotes quality patient care and customer service/satisfaction, while promoting safety, cost efficiency and a commitment to continuous quality improvement process.
  •  Effective written and oral communication skills. Ability to communicate effectively with employees, senior management, vendors, and payers.
  • Highly motivated, productive, and results oriented.
  • Relevant managerial experience in health care administration.
  • Comprehensive knowledge of management principles, clinical billing regulations, clinical practice operations in an academically based clinical or medical center, and the federal compliance guidelines for providers and third party billing organizations.
  • Extensive experience with electronic medical records systems, billing and coding systems, documentation and auditing is essential.
  • Proven record of success and commitment to working with issues related to diversity, equity and inclusion.
  • Ability to gather and analyze statistical data and generate reports.
  • Skills in budget preparation and fiscal management
