CONTEXT OF THE JOB:

The Center for Plastics Innovation (CPI) is a new Department of Energy (DOE)-funded Energy Frontier Research Center (EFRC). The overall mission of CPI is to develop a comprehensive polymer plastics waste upcycling strategy that combines fundamental discoveries in catalytic technology and chemical functionalization with innovations in polymer design and additive manufacturing. CPI will forge new and emerging energy technologies enabled by expertise from the University of Delaware (UD) and its academic and national lab collaborators, as well as its industry and government partners.  The Science and Technology Director serves as a key leader for developing and enhancing the internal organization processes and infrastructure of CPI. Reporting to and under the limited direction of the CPI Director and Co-Director, the Science and Technology Director independently manages projects and personnel, and reports to the government, industry, and other sponsors, represents UD at industrial, DOE, and other federal and scientific meetings, develops strategic external partnerships, coordinates with faculty to enhance capacity and visibility, and ensures sound fiscal responsibility.

MAJOR RESPONSIBILITIES:

  • Work with the director to craft the strategic vision of CPI programs in coordination with DOE, academic, national lab, and industrial partners; aligns organizational resources with it.
  • Provide leadership, manage, and report on the scientific, administrative, and economic programs and its affiliated centers portfolio, exercising a high level of independent judgment and self-direction.
  • Engage with strategic internal and external partners; organize, help direct, coordinate and oversee projects; and advise leadership team on progress and issues of concern.
  • Provide guidance and leadership on organizational monitoring and reporting through the logic model, annual activities for projects, and data collection.
  • Lead submission of annual reports to sponsors and responds to inquiries.
  • Enhance visibility of the research and education enterprise by presenting to partners at the national and international level. Present to local and national groups, including funding agency officers, on program progress.
  • Make project allocations and programmatic decisions aligned with scope of work of the grants while serving the research, education, and workforce development needs.
  • Ensure compliance with all appropriate regulations.
  • Engage with the Scientific Advisory Board.
  • Develop strategic industrial partnerships.
  • Provide active support to a position of national and international prominence by assisting in the generation of funding from federal and state agencies, foundations, and the private sector.
  • Provide guidance for program activities including outreach, volunteer coordination, and partnerships development, as well as marketing, media relations, public relations, and issues management activities. 
  • Develop other revenue sources including business arrangements and funding proposals.
  • Coordinate with the CPI Co-Director on the management of the intellectual portfolio (IP) and memorandum of understanding (MOU) among CPI partner institutions.
  • Ensure appropriate information flow both within and outside the organization.
  • Assist with editing of publications and scientific mentoring of students and postdocs.
  • Perform other job-related duties as assigned.

 

QUALIFICATIONS:

  • Ph.D. degree and five or more years of related experience.
  • Experience in program development, management, project timelines and deliverables, and evaluation. 
  • Experience in research, with emphasis on polymers, catalysis, reactors, separations, and scale up. 
  • Effective interpersonal skills, persuasive oral and written communication skills, including the ability to communicate effectively with diverse individuals and groups (e.g., federal and state agencies, academic and business communities).
  • Experience in writing special analyses for publication and to inform internal and external decision-making. Prepare briefings for congressional delegations, state legislators, agency representatives, advisory panels, faculty and other educators and the general public. 
  • Experience in management of personnel to meet milestones.
  • Experience in interacting and leading discussions with state and federal agencies. 
  • Ability to think strategically and to recognize new opportunities; demonstrates understanding of academe to achieve results across disciplines, units/divisions, and functions; in-depth knowledge of missions and objectives and programs of federal funding agencies and prior management and supervisory experience.
